problem with uploading photos

Hi,
I tried to upload new photos to the gallery, but only got the message:
"User uploads not allowed"

The button "Upload Photos" in the upper right corner doesn't exist, too.
Can anyone help?

The Gallery closed for uploading photos for a while.
