I have never had a problem with Humbrol's rattlecan matt varnish. A quick spray and it dulls down nice.

FYI: Airbrush user.
The best flat cote Ive used is probably Modelmaster (long square type bottle with black lid). Gives a perfect flat finish. One problem though is that lumps, and I have never managed to use more than a half bottle without it solidifying completly. I use mostly Humbrols matt cote now (round glass bottle). Cheaper, more available where I live and more realiable in the long run.

I've had success mixing Tamiya Flat Base with Future, and airbrushing that over the gloss coat. I mix it roughly 4 parts Future to 1 part Flat Base, and apply it in several light coats. Seems to work good.

Although I prefer enamel paints I much prefer acrylic varnishes. I don't think that it matters much which varnish you use over clear, I've used several brands and have had no problems. My varnish of choice is Windsor & Newton matt varnish, yes the artist paint suppliers. It's relatively expensive but it thins with water and gives a beautiful finish. I use an airbrush by the way.

I always used Humbrol thinned and airbrushed on but just lately I've been trailing Testors Dullcote (both rattlecan and bottled) with some very good results.
