This is a little known British attempt to invade Fortress Europe known as Project Trojan Oil Barrel.

With the ladder on the top of the picture it looks more like some sort of tower that has been blown over and now is sitting on its side.

The ladder has a curve on it as if it used to be a vertical ladder that let you get to the top and hold on as you climb overt the edge.

The bit the troops are entering looks like it used to be a roof hatch that had its own sloped cover hatch.

EITHER THAT or it's the biggest barrel of bear ever made and the guys are in to mop of the dregs!!!!!!!!!

I think it's a very rare photo of the Panjandrum developed into a troop carrier.

Alright, here's an earnest attempt to explain it:
It's a silo that fell over for some reason or was pushod over on purpose and the troops are using it for shelter to sleep overnight or wait for their turn in the trenches.

Why?
1. As pointed out by Nige, there is a ladder on the side of the silo, it can be seen in the top of the picture. You wouldn't need that on a structure bilt the way it lays now. The "entry" is not horizontal to the ground but rather crooked.
2. The soldiers all seem to have their full packs including the sleeping bag.
