Hi Matan,
Just saw this new item in a LHS last week but did not know what it was for. I have the same question and I found this Tamiya USA site explaining how to use it. It seems it is intended for diorama. The stuff is quite thick, watch the video as well.

I looked further in tamiya's site and found this https://www.tamiyausa.com/product/item.php?product-id=87108 which looks more suitable for recreating those surfaces. what's more - the product descriptions says it can be diluted with water/

I am not sure if this stuff could be applied as even (flat) as anti-slip surface with a spatula. No harm trying it before applying to your kit.

Looks like a version of MR Surfacer but thicker.....and probably alot less smelly!

I sure would'nt use that on any model. Looks extremely thick. I think Mr. Surfacer is the way to go and it can be airbrushed too. The grass and dark brown versions of this look like they belong in a toilet.

It is not that bad. I remember a long time ago Tamiya sells a few texture paint (non-acrylic) in ratlle can for diorama. I am not sure if they still have those now. For example, they had concrete, soil, grass and sand. Just spray and wait and you will have a layer of carpet liked texture on the diorama. This may be just the acrylic version in bottle.

I saw that model master had just come out with a "vinyl top white base and top coat" in lacquer rattle cans...wonder if that's a take off of tamiya?
