Cal, which era exactly are you looking for? Is it WWII or modern? That will narrow down the choices and help us, help you as well. If you're looking for WWII, see below. I do not know much about modern tank commanders, so I can't help you if this is waht you're looking for.
Alpine has the following items representing a tank commander with binoculars:
* 35066 WSS Panzer Officer 44-45
* 35054 WW2 German Officer #1 (not a tank commander though)
* 35042 - SS Panzer Recon Officer
* 35016 - DAK Panzer Officer
Dragon has a set also, called German Tank Crew 1944-45, kit #6014 which has a tank commander holding the binoculars.
