does any one here know a photo editor that lets you edit the scale as well? TIA calvin ng

Calvin,

I use Photoshop 8.0 and it gives you an image scaling option, but the software manipulates the image in a pixel format, not in a vector format that would maintain true "scaling". You'll need a better graphic creation software like Quark or Illustrator or Coral Draw.

I'm not sure what you are trying to do with the image, but I've used AutoCAD drafting software to scale an image to a known dimension to then draw over the image or try to get likely dimensions from the image. You have to remember that photo images usually have some distortion in at least one dimensional axis if not all. An example would be a MG that the verticle dimensions are reliable because the camera was at the same or nearly the same elevation as the MG, but the horizontal dimensions will be off because of perspective and/or the centerline of the barrel was not perpendicular to the camera focal point and caused a shortened horizontal dimension.

Photoshop Elements 6 also has a scaling feature, and it costs less than Photoshop, is also made by Adobe, and is less cumbersome to learn to use, and is very friendly to the user. I have used Elements for a long time...from ver. 2 to ver. 6 and have been happy with it. Each version gets better than the previous. 6 is great. Take a look before you spend the money for a full Photoshop.
