Drizzles of hot glue? Layers of CA glue? CA glue over the hot glue? Just ideas.

I would use an old model railroader trick. Clear silicone sealer on a pane of glass, or, clear plastic wrap.
Just drizzle a LOT of small, icicle-shaped bits on the glass or plastic wrap, let dry for a few hours (check the label of the silicone container) and peel away the ones you like and CA to the subject.
