This may seem like an odd question, but I write this because I wish to eventually build a diorama with a public space and a public library seems the most suited, for I don't want to build anything overly large or complicated.

In Chicago at least, there is a major central library, and a group of small libraries scattered throughout different neighborhoods in the city. Would a German city have the same setup, either in the past or present? Thanks.
