It's 1.5 '' in length and about .5'' in width.
The colours are a very dark blue and a light blue on what seems to be brass.

I actually thought it was a tie-pin/clip? I'm sure I've seen something similar advertised years ago as an aviator's tie-clip. What do you think?

by looking at i can tell that t is mean to clip something. webbing possibly?
