I've had this for years. I have a rough idea what it might be but let's see what you think?

Without knowing the size of the item I am going to take a guess at a clip off of some webbing.

It's 1.5 '' in length and about .5'' in width.

The colours are a very dark blue and a light blue on what seems to be brass.

I actually thought it was a tie-pin/clip? I'm sure I've seen something similar advertised years ago as an aviator's tie-clip. What do you think?

a Whistle lol, i dont know what dimention you come from but that aint no whistle.
by looking at i can tell that t is mean to clip something. webbing possibly?
