Why is my matt varnish always shiny

As the question says I have got a new tin of humbrol matt varnish but when painted on the kits shines like it's been painted in gloss. I have got testors dullcote and that got it back to to the finish I wanted. Am I being thick and using it right or is it supposed to be shiny?

Did you mix it up well? The matt pigment can settle at the bottom of the tin, leaving the glossy carrier oils, etc. on top. They will be glossy if not mixed with the matt pigment.

I thought that might be the problem and so i tried shaking it and then mixing it but there was some chunky bits left so perhaps i need to mix it a bit more. Thanks
