One way is home made decals - hobby shops sell the kits - all you need is a computer and an ink jet.
The other way is slow and tedious but doable. Just print these out to scale on a regular printer and slowly paintfully cut out a mask

I have a stack of Letraset dry tranfers for applications such as these.
They are not inexpensive, but are very good quality. And are available in many colors, styles, and sizes.

uhm, it looks more like $3.38 a set to me.
but regardless, the smallest they have is 3mm, which will be far too large for 35th scale shells.
