How to make static smoke?

I have here a diorama of a crashed F-117 on a field. I want to put some static smoke around to make it a little more realistic. Now, how do you do that?

What about cotton wool - teased out a bit with maybe a light dusting of dark gray/black. I have seen this on a large (1/6) scale bust of Churchill with a cigar and it was quite effective.

Hmmm... quite good, but then, I shoud use some wires to make it stand up. Thanks!
