I found to my horror that some CA glue had seeped from a seam unto a surrounding area. the problem is the the area is concave so If I sand i ruin this effect and can't rebuild/rescribe. Any solutions to removing dried CA glue without sanding??

Try using some debonder. It will weaken the bond and soften the CA so that you can just wipe it away. If you can't find debonder, I think (but I'm not positive) that finger nail polish remover does the same thing.

Correct acetone is the one but don't know how it reacts to plastic

You can use debonder or acetone, but as Jeff said, be careful with how it reacts to the plastic of your kit. I recently needed to use debonder to pry off a bit of PE I had placed incorrectly, but forgot to check on a piece of scrap beforehand. The result was not pretty, especially since the debonder flowed into several panel lines and melted some of the non-slip texture on the hood of my JGSDF LAV.
