How do I figure out how much to enlarge the picture on the instruction sheet so that it is the same size as the actual model. I was thinking that dividing the length of the image by the length of the model would give me the answer? But I am really not sure.

You're close.
Divide the length (or whatever measurement you're using) of the model by the corresponding lenght of the drawing. That gives you the amount of enlarging you need.

An example.
Length on drawing: 2
Length on model: 18,24

18,24 / 2 = 9,12
2 * 9,12 = 18,24
