soldering tip problem

When I touch my soldering iron tip to the solder the solder doesn't melt on the in fact the tip repels the solder making a small ball. I dipped the tip in flux but still no luck any suggetsions?

try wire brushing (or scothch brite / Steel wool) it off, then let it heat up for a good 15-20 min fluix it and try to "Tin" it cover the whole tip with solder.

I did all that. Maybe I need to rub harder with the steel wool.
