How do you add text or comments or even lines or arrows to digital photos?

You need some kind of photo editing or graphics programme. If you have a PC it probably has Paint programme on it. Open your photo in Paint and play around with it. It's not as sophisticated as Photoshop but it's really easy to use.

Another option is to import the picture into MS Word and open the drawing toolbar. However, thet will be svaed as a Word document.
If you have a relatively recent version on Windows, you may have MS Photo It! loaded. That will allow some more sophisticated graphics than Paint.
