Do I have to have some kind of artistic ability to be able to paint a convincing scheme, weather a tank, or paint a figure? I love modeling, but have so much trouble.

I used to worry about that too Sam. I have the artisitc capabilities of a flea, plus I'm partially color blind to boot. But I build because it's fun. I think I've gotten better at the weathering process and hopefully I'll continue to improve. Now figures are a different story. I really stink at painting them, but my last one is better than the first one I did. Just keep plugging away and have fun with what you're doing. You almost can't help but get better.
